The Rail Network Investment Programme (RNIP) marks a significant shift in New Zealand's approach to planning and funding its national rail network. Approved by the Minister of Transport on June 29, 2021,this program outlines a comprehensive strategy for maintenance, management, renewal, and improvements on the rail network over a three-year period from2021 to 2024. The RNIP is a crucial element of the government's broader 10-yearvision for rail, as outlined in the NZ Rail Plan.
One of the primary objectives of the RNIP is to enhance the national rail network's resilience and reliability. This includes substantial investment in maintenance, management, and renewal activities, addressing historic underinvestment in rail infrastructure. Additionally, the RNIP emphasises investment in metropolitan rail to support economic productivity and growth in New Zealand's major cities. This involves completing projects aligned with the Auckland Transport Alignment Project (ATAP) and Regional Land Transport Plans (RLTPs) and expanding regional rail services, including the Hamilton to Auckland and Palmerston North to Wellington routes.
For KiwiRail, the RNIP establishes a three-year project pipeline within a 10-year forecast, facilitating more informed investment decisions, job creation, and service reliability improvements. This program aims to attract greater volumes of rail traffic, ultimately offering improved services to customers.
